iDMAT Disaster Medical Team Information System
System Overview
Connects a mobile front end with a back-office disaster-medicine operations system. Health bureaus set up disaster sites and dispatch team members; members check in by scanning waterproof QR wristbands to log triage, treatment and transport, while the eight standard assessment forms are uploaded and filled in by multiple people at once — the back office aggregates headcounts, triage ratios and hospital distribution.
Objectives
Replaces paper-based work, removing the steps of members writing charts by hand, tallying headcounts, and the response center answering calls and waiting for reports. Data is stored on the phone and work can continue offline, auto-uploading once reconnected — giving the response center real-time visibility into the disaster site and patient flow for deploying staff and supplies.
Outcomes
Chart-writing time dropped from 5.9 to 2.7 minutes, headcount tallying from 35.9 to 6.8 minutes — a 5x efficiency gain. Deployed in real conditions during the April 3 Hualien earthquake; won the 7th Government Service Award and an NHQA National Healthcare Quality Award; Taitung County signed an MOU, and New Taipei City is evaluating adoption.
